I have a toro 20333 rear wheel drive mower that the wheels turn as soon as you start the mower. The drive cable seems to be working fine and it has slack. Any ideas?

Welcome to MLF, bigdog. Here is a link to the Toro transmission repair manual to help with your problem. You will have to investigate why there is tension on the drive belt. Bent bracket, broken spring ?
