Throttle wide open?

Please bear with me, I might have some trouble explaining exactly what is going on. I had to rebuild my carb on my JD L130, but when I reassembled it on the engine I think I did something wrong. It seems like the throttle is stuck wide open. Adjusting the throttle lever does nothing. The throttle linkage never moves. I start it up and it runs fast. As soon as I start pulling the choke lever back, it really starts to rev up. Something is amiss. Seriously frustrated. Any help is greatly appreciated. I have been following both of these instructions to adjust the govenor (which are slightly different)

Hi, did you remove the throttle cable ? I doubt the governor is in need of adjustment ,best leave it alone! You will just make more work for yourself and chase issues! Have you manually tried to move throttle while it is running? I bet you installed a linkage in wrong spot. What engine is it ? We have two L120 machines with Briggs twins we could take pics of throttle area for you?

I did adjust the throttle cable also. Moving the throttle while it is running does nothing. I probably did install the linkage wrong. It is a Kohler CV23. Pictures of the throttle linkage and area would be great then I could compare with what I have.

EDIT: That is when it is not running.
Are you observing the WOT always when the engine is off? If so, that would "normal" as the throttle lever (on handle) pulls the governor arm which pulls tension on the spring connected to the throttle plate. Once the engine starts, the governor mechanism moves the arm to counter the spring tension on the throttle plate to modulate the engine rpm.
