I have a White Model # 12B-959I190 self propelled walk behind mower that smokes badly. It was put away with the old gas in it without any stabilizer in it. When I tried to start it after putting in a new spark plug, it started on the first pull. It seemed to run fair. I let it run for a couple of minutes but didn't sound like it was peaking out and it put out a lot of light blue smoke. When I tried to start it again just a couple of minutes later it wouldn't even pop. I tried a couple of days later and it started on the first pull but ran really ragged and stalled after about a minute. Might it need a carberator cleaning? If that's not it any other ideas? This doesn't belong to me, I'm looking at it for a friend.

Welcome to MLMF. Yes, it does sound like the passages in the carb have gotten gummed up from gas sitting in there. Carb or parts cleaner in a spray can, followed by compressed air, will help getting those passages cleared.
You might find some helpful information here to get that carb cleaned.

Besides the spark plug, it would be good to put a new air filter in there, and change the oil to get it all set to go.
