If it is rusted to the hub, sometimes a shock load will break it loose or some heat. What I mean is if it is bolted on take the bolts out 3/4 of the way out and keep a eye on them start the tractor and drive forward and then go hard into reverse. If that fails you can carefully heat the wheel
