Problem: Left self propelled wheel will not disengage

I'm trying to repair a Model 20444. The left rear wheel will not roll backwards when clutch is disengaged. Tried replacing all the internal parts in the wheel mechanism but it didn't help.

I'm hoping hoping someone has run into this problem before.

There is a key under the small gear that appears to be there to engage/disengage the wheel from the axle, but it's not clear how it's supposed to work. It looks like the key is supposed to disengage if the gear/key/white plastic ring are not pressed together, but there is a spring that always presses on them.

In case someone else has this problem, this is what I found:

The #13 white plastic washer-clutch is shown in the exploded diagram (5-2 fig 135, also Toro web site) as having the grove facing outwards which is how we assembled it.

But #13 should have the groove inwards as shown in 5-3 fig 136.

The original failure appeared to have been caused by a missing cover (#18) that allowed the keyway to get packed with crud.
