Assuming that is not a 1 piece throw away cartridge and the element comes out, I usually put just enough oil on it to where when I squeeze it no more oil comes out and the element is completely covered. I also will take a paper towel or rag and squeeze it with that around it to make sure I don't have any extra oil that migrates into the carb. I have to clean mine more often as I have extremely dusty conditions where I mow.

I picked up one similar to that as a replacement for my father-in-law's mower. The case was in two parts and the foam element was removable. I put some oil on it, usually a few squirts from an oil can, or drizzle from a bottle, and squeeze it to spread it around through the element. Then, if necessary, put more oil on until the foam is saturated. I wrap it in a paper towel also, to soak up any excess.

I sure hope this helps 'mileage.' I used to be able to mow a 1/4 acre with a tank, nor I can get maybe 2/3 of that.

Part of it is that stupid ethanol diluted fuel...
