John Deere 115 getting 12.9 volts to starter but nothing happens.
John Deere 115 getting 12.9 volts to starter but nothing happens. All safety switches, battery, solenoid and starter are all new. Any recommendations?

Tested spark plug and no resistance.
Starter did spin and is brand new. Fly wheel tried to spin but didn’t.
Last time I was on it ran fine.
Yes with some force I am able to turn the flywheel by hand
