I got a new carburetor and now the throttle is stuck

I got a new carburetor for my v-twin briggs
And the throttle isn’t doing anything
(I put a custom pedal on it if that helps)
and if I just let it rev it revs higher than
Normal I think it may be a problem with the
Governor arm but I haven’t the slightest
Clue on how to mess with it any help

If you just added a foot throttle, I would guess the governor is not your problem. The original lever operated throttle would be easier to maintain a consistent engine speed over bumpy terrain, in my opinion.

well you see the foot pedal is doing what it should it’s actuating the throttle thing
Is the same engine that you couldn't get running due to wiring? Sounds like an interesting project.
Yes, it is turns out the problem was the fly wheel
Was to rusty
In my opinion, tractors are to be run at, or close to, max rpm. The speed of the machine varies with the drive pedal or arm. The blades should always be at full throttle. I don't see the need for a throttle foot pedal unless you have some type of handicap and can't work the arm.
