something isn't right. The wheels should extend past the deck lip / blade level by 3 inches when the wheel height adjustment is all the way to highest cut position.

ok, I see what you're saying. Is removing the bar an option?

looking at a random explode view (may not be the same as yours), it looks like the adjust arms are on the wrong sides. The exploded view shows that the Axle Rear Rdg bar attachment points should be to the rear of the mower. Your picture above ^^^ shows yours are toward the front,
