I think that the choke link goes to the same lever that controls the throttle. Connects to the choke control from the bottom, up thru the hole from the bottom.

OK, in looking at the wire that's sitting on the mower, not on the choke, the end with the Z goes on the choke. The rod goes into the choke from the bottom, up thru the hole, then swing the end with the curve back towards the throttle control. How about another picture straight towards the engine from carb level?

OK, I think you take the rod that was laying on the frame of the tractor. Turn it 180 degrees around, put the hook thru the governor lever and, with the carb in your hand, lace the Z up thru the chock plate.
