if you can take the bracket off and get at the trunnion that goes up and down on the screw you may have bottomed it out to the end of the screw and it needs to be loosened up. It might be a left hand thread but just try and break it free being easy on it turning it one way or the other and then try and see if it turns once it is loose before you piut it back together.
