If I read correctly the PTO only stays engaged momentarily after pushing the switch to the "on" position?

My first thought would be a bad safety interlock switch. More specifically the one that keeps you from mowing in reverse. You can download a service manual for it at the link below. In it there are wiring diagrams for various models one of which will likely match the circuit you have in yours. I would save it for future reference as it might only be there temporarily. ;)

Sorry, not understanding what issue is. Could you rephrase your question?
pto switch is toggle type swich but you must pull out on it and push forward to engage deck when you let off switch it retracts back to center position which deck should stay going until switched off.for safty i guess so you don't bump switch and turn on deck.

The cub service manual gives a detailed description and wiring diagrams of both the PTO start and PTO run circuits. Sorry I'm not smart enough to get them from Adobe to this post. When the PTO switch is pushed up into the start position it draws power through the switch to start the PTO. When the switch is released the power from the switch is lost and the circuit must be maintained by drawing power through another circuit. Near as I can tell the seat and reverse switches are in that circuit.
