Hi Joe,
There's lots of little nooks and crannys inside these carbs that need to be gotten to. You said you took the carb off, but did you take the carb apart? The job can be kind of fiddly, but necessary to get the bad stuff out. Blow carb cleaner and compressed air through all the passages. Some folks will poke very thin wire through the passages as well. After that's all done, make sure the carb is back on and the seals between it and the engine are tight with no leaks.
