Ok my 70s Comet 26 doesn't have this spot on the steering column where the throttle lever is suppose to be but I think it should. Someone added it to the side of the mower frame which I can tell is not correct. I got this picture off of a guy's page who did a 72 Comet restoration. It's not the metal plate with stop and choke on it but the actual metal red bracket that the choke stop plate bolts to is what I'm wondering about. Is a part of the steering column sheet metal or is it a bracket that slides down under the steering wheel so you can mount the throttle lever?
