22'' Tuff cut

i have a 22'' tuff cut, the motor is a b&s 130902 it runs good for a few min then wants to die unless i keep chocking it i have noticed that with the air filter screw out it runs like a top but the screw in and it starts dieing, i can but the filter on it with out screw still runs fine. cant figure what would make it not run right with the screw in it. hope someone can help me
