LG2554 54" cut rider. Flooding occurs unexpectedly. When I fill the tank (not running) the fuel level drops perceptibly. Then staring sequence is to have the throttle at 1/2 position and key start 4-5 times, then the motor starts stumbling with lots of black smoke then smooths out. When I fill the tank (running) the fuel level drops not as bad, but the motor bogs down and continues running. Is this a simple carb. adjustment?

Not so much adjustment as a cleaning
Your float is not cutting the fuel off so it flows right through the carb & into the sump
Check the oil level it will probably be over full
While disassembling the carb and fixing the float [shut off] mechanism IS the proper fix, I always also like to add a fuel shut off valve in the supply line from the fuel tank. Sooner or later many fuel shuts fail. It can happen just from debris in the fuel or even corrosion of the needle valve. You don't want to risk fuel leaking, especially if the mower is stored in a garage connected to your home.
