Briggs 5.5 over-revving

I just picked up a free 1993 Snapper P21500 with a Briggs and Stratton 5.5 engine that starts right up and runs good - - but it will rev up like crazy on fast throttle. I'm guessing there is something wrong with the governor, but not sure. I took a few pics of the top of the carburetor, seems to be "in order" but not sure. The model of the Briggs engine is a 128802-0211-01, serial 93090359. Wondered if anyone could take a peek and offer some advice. Thanks in advance!

everything appears in order.
I would adjust the governor next. If adjusting the governor doesn't work, time to dive into the engine.
