Arm fell off pull cord housing

Hi all,
The other day, the pull cord broke on my toro recycler, so I opened it up and tied a new end to it and fixed that problem. I realized after that this little metal arm which was connected to a pivoting flap inside that housing came disconnected from it and wherever the other end of it went. Does anybody know what this is for?
The mower ran fine for a session but I don’t want to do any damage. I attached a pic of the arm and the black piece it was connected to (don’t know where the other end would go)
Any help is greatly appreciated, thank you
