HONDA HRX217HZA starter

So when I try to start my electric start mower, Honda HRX217HZA, the starter spins but does not kick up to the flywheel. I checked the battery on a multimeter and shows 12.5 volts. Could be the battery or the starter? Can I used a jump starter to see?

New starter, but I would check to be sure you're gettin 12 volts to the starter first

12.5 volts SHOULD be enough, but you can jump it from another battery to be sure. If the battery is in a vehicle, be certain not to have the engine running; the alternator output would likely be too much for the mower's system. If that doesn't immediately resolve the problem, try lubricating the bendix shaft with some lithium grease. It may be a bit sticky.
