Honda HR21-5 resurrection tips needed

I just picked up an early Honda HR21-5 SX, GV200 engine, engine serial GV200-1016891, worth saving I believe.

It came with some issues and I know nothing about small engine repair. I think I have most of it figured out after asking some questions on another forum, but I was hoping some people with specific HR21-5 experience could chime in with some tips and hopefully point me in the direction of a workshop manual PDF.

- starter not catching, the nut had come undone and I found a bunch of loose parts inside. Assembled everything - correctly I believe - but the problem remains. Iwill be getting a new pawl & spring kit 28421-883-315, unless someone spots something I might have assmbled wrong.

- carb flooding the engine, cleaned the carb as best as I could without removing it, polished the seat, needle looks fine. Petcock is opened, waiting to see what happens.

I saw cheap aftermarket carbs are available, will any GV200 kit work on this early HR21-5? Alternatively a full gasket kit would be nice, I've only found individual OEM Honda parts that add up to a hefty price (needle alone was $25).

Carb is market 31A, I assume the srew next to it is idle mixture?
