briggs and stratton engine surging during use

New B&S engine on new Toro Recycler randomly surges and dies, but doesn't stop, frequently while mowing lawn. No service available during pandemic. Seems like air/fuel mix was improperly set at factory. How can I adjust myself to make engine run smoothly?

Need the engine model.
Most Briggs push mowers engines don't have fuel adjustments.

B&S rep on chat said it may be an adjustment to the governor linkage.
