1970 toro self propel problem

Hi, Have a problem with one wheel that keeps coming loose. I'm sure this setup covers a few years for Toro. The small gear on the axle is held on by a hex nut is threaded. Does anyone know how tight it should be? Hand tight and it works loose. If I tighten with channel locks the front wheels wont turn. Maybe hand tight and a lock nut? I attached a pic. Thanks, Pete

Probably time for some LocTite on the threads. I used that on my old Toro Whirlwind's wheel bolts.
