Lightbulb Glue magnets into 16hp Kohler Flywheel

I have a flywheel that the magnets came out of and broke up. I have another flywheel with same size magnets in it. What is the best thing to glue them in with and shuold the flywheel be full or does it matter? It is a 16hp Kohler v magnum.

3M makes some insanley strong 2 part epoxies that are harder to find, usually you need to go to an undstrial supplier.
